Pre-1960 Vehicles
I am writing to notify you of a change in legislation that may impact a number of your members.
From 18 November 2012, vehicles manufactured before 1 January 1960 will become exempt from the requirements to have a mandatory MoT test. I can confirm that these vehicles will still be required to be in a roadworthy condition when used on a public road. Keepers of pre-1960 vehicles will still be able to take a voluntary MOT test at all approved testing stations if they wish to do so.
This means that on or after 18 November 2012, keepers of vehicles who need to tax their pre-1960 vehicle(s) will not need to produce a valid MOT pass certificate when applying for a tax disc. Any application to tax via the Post Office or Local Office will require a completed V112 (Declaration of exemption from MoT testing) where the customer declares that their vehicle is exempt. In addition, the DVLA electronic vehicle licensing system will enable customers with pre-1960 vehicles to tax without a MoT from 18 November 2012.
This exemption will also apply to vehicles where a date of manufacture is not on the Driver and Vehicle Licensing Agency (DVLA) system, but the date of registration is recorded as being on or before 7 January 1960. We also apply this policy to the qualification criteria for the pre-1973 Vehicle Excise Duty exemption.
I can confirm that for these specific cases, DVLA will not accept general dating certificates as evidence to amend or update the date of manufacture. Such certificates will however, continue to be accepted for other purposes such as V765 claims and requests for age related numbers for recently restored or recently imported vehicles

Now available to download is the 2012 LCGB Bridlington Scooter Custom Show entry form, to complete & return by Saturday 13th October 2012.
Listed on the entry form are over 40 different judging categories across both ‘Custom’ and ‘Ridden’ Scooter Classes for this year’s show, with over 80 trophies on offer to first & second placed winners in each of the different classes. Following last year’s success of getting not only the top UK Custom Scooters at the show, alongside those old favourite ridden Custom Scooters, more categories for have been included for 2012.
Please note again for this year’s show, designed to allow time for a Custom Show Programme to be produced (containing a brief description of each entry) as well as assisting with the smooth running and organisation of the event. The LCGB have taken the decision not to allow 'on the day' entry to the Custom Show and therefore advanced application to enter your Scooter at this year’s show at The Spa, Bridlington is a must, with a strict closing date of Saturday 13th October 2012. Also, ‘Club Display’ entries will be generally restricted to a maximum of 5 scooters per club entry.
These changes have been made to allow up to 100 scooters to be displayed at this year’s show, with the obvious advanced organisation that goes into holding such an event.

The LCGB Scooter Custom Show at Lincoln was described by those that attended as a complete success in its aim of attracting the most comprehensive line up of Innocenti Lambrettas in the same place on show in the UK, outside of the Lambretta Museum in Weston-super-Mare. From two Model A's, rare Model's E & F, through Series 1's, 2's, numerous Luna Range Lambretta's to six GP200 Electronics on display for the 4,500 attending scooter enthusiasts to view and drool over.
A free progamme gave the details of 55 of the total of 90 scooters on show, and the entrants were rewarded with over 40 Trophies on offer. (Thanks as ever to Rob Miller and all the individual sponsors).
Can I express my gratitude to the Judges: PJ Hinsley, John Ronald, Mark Bedson and Darren Aldred, who had the mammoth task in choosing between some of the best Custom Scooters in the UK at the moment, along with fully restored, and original condition Lambretta's in order to agree on the 'Best Lambretta in the UK'. Forms for the LCGB Bridlington Scooter Custom Show 2012 will be available on the LCGB website at the end of August.

As you will be aware, the LCGB is holding a BSRA National Scooter Rally at Lincoln Showground over the weekend of 13th to 15th July 2012, in celebration of the 65th anniversary of the 1st Lambretta Model A rolling off the Innocenti production line. Various details have already been advertised in the scooter press and as more details of the event are confirmed, you can keep up with the latest news on the LCGB website: www.ilambretta.com
However the rally is not just about Lambretta scooters, it is a full blown National Scooter Rally and what is likely to be 'the' scooter event of the year. In addition to the many planned activities at Lincoln Showground to reflect the various different aspects of this fabulous scooter scene within the UK, the LCGB is organising what will quite probably be the largest outdoor Scooter Custom Show in the UK, ever.
As you have either already enquired about entering your scooter in the show, or have supported the LCGB Bridlington Custom Scooter Show in recent years, you're getting the first opportunity to book a place in the Scooter Custom Show at Lincoln.
Attached is an entry form for you to print off and complete. You'll see that there are over 40 different trophies on offer, covering all aspects of scooter customising in the UK, and with an aim of having every different model of Lambretta at Lincoln, the LCGB are offering a cash prize of £250 to the Lambretta that is judged as the 'Best Lambretta in the UK' at Lincoln.

DVLA have recently announced that it is considering closing its entire entire network of Local Offices across the UK by 2013.
This will have serious implications for those wishing to apply for an age related number plate for an unregistered bike.
All the services which the Local Offices currently provide Including registrations will be transferred to Swansea and be operated via a postal service.
For those of you who have dealt with DVLA in the past I don’t need to explain the importance of being able to speak to them face to face, customers would be forced to deal with them via their call centre which already presents a number of issues. The postal service will also mean a delay to the registration of your vehicle.
There is a public consultation running until March the 6th and I want to urge you all to please consider signing the on line petition to keep all Local Offices open.

Members should be aware that any proposals MUST be received no later than 14 days prior to the AGM date. This means that any proposal should arrive on or before Saturday 14th January 2012. Any member wishing to make a proposal/s, should include their LCGB Membership number as well as the LCGB Membership number of the seconder of the proposal/s. The Proposer as well as Seconder must also be present at the AGM to present their proposal/s.
